Unable to turn on Norton extensions for Safari
After setting up Norton Safe Web or Norton Safe Web Plus, users are unable to check or turn on Norton extensions in Safari Preferences. Nothing happens or there is no-response, when they attempt to do so.
To fix this problem, boot your computer into Safe Mode, enable the Norton extensions and then restart your Mac in normal mode.
Update your Mac

In the Apple menu bar, click the Apple icon and select Software Update.
If your computer is not up-to-date, you need to install the software updates available for your computer that may appear in the list.

In the Software Update window, check the box next to Mac OS X Update, then click Install 1 Item.
When Software Updates displays "Your software is up-to-date", you can be sure that all available updates have been installed.
Start Safari and enable the Norton Extensions from Safari > Preferences. If the problem persists, go to Step 2.
Restart your Mac in safe mode

Exit all the programs and restart your Mac.

During the startup, press and hold the power button for 10 seconds.

When you see the startup options, release the power button.

Select your startup disk, press and hold the Shift key, click Continue in Safe Mode, then release the Shift key.

Sign in to your Mac.
You might be asked to log in again.
Enable Norton extensions

Start Safari.
-
On the menu bar, click Safari > Preferences.

On the Extensions tab, in the left pane, select the Norton extensions to enable them.

If you see a prompt, click Turn On to confirm.

Exit all the programs and restart your Mac.
During the startup, do not press any key so that it starts in Normal mode.
