To resolve this problem, enable the Boot Time Protection.
Open your Norton device security product.
If you see the My Norton window, next to Device Security, click Open.
Click Settings.
In the Settings window, click Antivirus.
On the Automatic Protection tab, if Boot Time Protection shows Off, click the slider to move it to Normal.
Click Apply, and then click OK.
Exit all programs, and restart the computer.
