The Norton Security Toolbar has been replaced with the Norton Safe Web extension.

Norton Safe Web provides you website safety ratings, antiphishing protection, and safety annotations in your search results. It also defends you from identity theft and online scams by warning you of dangerous sites while you search, shop, or browse online.

Click Update and follow the on-screen instructions to install the Norton Safe Web extension from the Chrome Web Store.

Norton Safe Web also protects you against formjacking when you shop online. It notifies you if a website has a vulnerable payment system or if a website where you are purchasing from does not have an authentic payment page.
