To fix this problem, uninstall the TAP driver and reinstall Norton VPN.
Press the Windows + R keys to open the Run dialog box.
Type in the following text, and then press Enter.
devmgmt.msc
In the Device Manager window, double-click Network adapters to expand it.
Right-click TAP-Windows Adapter V9, and select Properties.
If you cannot find TAP-Windows Adapter V9 under Network adapter, from the top menu bar, click View > Show hidden devices.
On the Driver tab, click Uninstall.
Check Delete the driver software for this device, and click OK to continue.
Go to my.Norton.com and click Sign In.
In the My Norton page, under Secure VPN, click Download.
Open the downloaded file and follow the on-screen instructions to complete the installation.
Launch the Norton VPN app and sign in with your Norton account.
In the My Norton window, next to Secure VPN, click Turn On.
In the Secure VPN window, slide the VPN switch to ON.
