This problem can happen due to a security feature in Norton products that prevents outside programs from making changes to Norton. This security feature can prevent Windows System Restore from changing Norton files, which results in the "Restoration Incomplete" message.
To fix this problem, temporarily turn off the Norton Product Tamper Protection before you run Windows System Restore.
These steps are for the current version of Norton products. If you have an older version or if you do not know your product version, go to Norton Update Center.
Open your Norton device security product.
If you see the My Norton window, next to Device Security, click Open.
Click Settings.
Under Quick Controls, uncheck Norton Tamper Protection.
In the Security Request window, from the Select the duration drop-down menu, select Permanently, and then click OK.
Click Close.
Run Windows System Restore again.
Follow the online instructions for your operating system to complete Windows System Restore.
Open your Norton device security product.
If you see the My Norton window, next to Device Security, click Open.
Click Settings.
Under Quick Controls, check Norton Tamper Protection.
Click Close.
