This problem occurs if Norton VPN fails to connect to the VPN server. This can be caused by temporary problems with your network connection. Ensure that your device is connected to a stable Internet connection.
If you were able to connect to Norton VPN before on the same network, wait for some time and try connecting to Norton VPN again.
Some networks do not allow VPN connections and restrict VPN access using network or firewall settings. If this error appears when you connect to Norton VPN for the first time, it could be due to the network or firewall settings.
If you repeatedly see this error message, try connecting to a different network or using the mobile data connection on your device.
To fix this issue, connect your computer or your mobile device to a different VPN region.

Open Norton VPN on your desktop.
On the Norton dashboard, do one of the following, depending on your VPN plan:
Norton VPN Standard: Click Connection > Change Location, then select a different country or city from the drop-down list.
Norton VPN Plus/Ultimate: Select a different country or city from the drop-down list.
You can also use the search box to find a country or city to connect.
The Recent section lists the most recent VPN regions you have connected to.
Open Norton 360.
On the Norton dashboard, click Privacy on the left side of the window.
In the Privacy window, under Secure VPN, click Open.
In the Secure VPN window, under the Connection tab, click Change Location.
In the Change VPN location window, select a different country or city from the drop-down list.
Depending on your product, choose one of the following:
Open Norton VPN on your desktop.
On the Norton dashboard, do one of the following, depending on your VPN plan:
Norton VPN Standard: Click Connection > Change Location, and then select a different country or city from the drop-down list.
Norton VPN Plus/Ultimate: Select a different country or city from the drop-down list.
You can also use the search box to find a country or city to connect.

On the Norton Secure VPN screen, tap the drop-down list next to Fastest location.
On the Fastest location screen, select the geographic region you want from the list.
Launch Norton 360.
At the bottom of the main screen, tap Menu and then tap VPN.
Tap the drop-down list next to Fastest location and then select the geographic region you want from the list.
Depending on your product, choose one of the following:
Launch Norton VPN.
On the Norton VPN screen, tap the drop-down list next to Fastest location.
On the Change your location screen, select the geographic region that you want from the drop-down list.
Launch Norton 360.
On the Norton VPN screen, tap the drop-down list next to Fastest location.
On the Change your location screen, select the geographic region that you want from the drop-down list.
If the problem persists, restart Norton VPN.
Launch Norton VPN.
Click the Account option on the bottom-left corner of the screen.
Restart your device.
Open Norton VPN and sign in using your account details.
Restart your device.
Open Norton VPN and check if the issue is resolved.
