I cannot connect to my Mac from another computer when I have Norton product for Mac installed

The Vulnerability Protection feature in your Norton product for Mac when turned on, monitors your Internet connection and automatically blocks any intrusion attempt and adds the IP address of the computer that tries to gain access to your Mac.

If you are aware of the IP address that is being blocked from accessing your Mac by Norton, you need to remove the IP address manually from the AutoBlock list and try again. If the problem still persists, restart your Mac after removing the IP address from the AutoBlock list.
