To fix this problem, turn off the VPN settings if it is enabled on your device and then try activating your Norton 360 subscription. Read Activate the Norton 360 app on your mobile device for more details about activating your Norton 360 subscription on your device.
Also, you may see this error message if you are trying to activate your Norton 360 subscription in a different region from where you have purchased. To resolve this issue, contact Member Services and Support.
