The Norton VPN feature in your Norton product is supported only on macOS 10.15 or later versions. To resolve this issue, update your operating system to macOS 10.15 or later, and then try to access Norton VPN. To know the version of the Mac operating system installed on your Mac, click the Apple menu icon at the top-left corner, and then click About This Mac.
